How to unblock the software if it was blocked by windows defender

Sometimes Windows defender blocks completely harmless software from independent developers because it does not signed (which cost a lot of money).

It brings false positive report about generic viruses or Trojans, while the software is absolute safe to use.

In this case user would need to unblock the software and prevent the windows defender from blocking it.
